A couple of general pointers that might help. If the RSVP section is not showing up on your event page, check the Form Builder and make sure that block has Show on Form toggled on, blocks that are toggled off will not appear to your guests even though they still exist in the editor.
As for setting an age limit on children, there is not a dedicated built in setting for this. Most hosts handle it either by adding a note in the Welcome Message explaining the age policy, or by adding a Custom Question asking for each additional guest's age so you can manage it on your end.
