How to Mark someone as attending, but they still need to pay

I had an invitee call me and ask me to put them down for 4 tickets, but they still need to pay. 
I want to mark them as attending, but not allocate them a "ticket". Is this possible?

  Hi there - 

  While you can submit a registration for them on your end, you cannot process a payment through the system on their behalf. This would be considered a free courtesy registration. However, you could mark them as attending and have them pay for the event in another way (via check, cash, PayPal..).
