"Can't make it" decline option not selectable

I've toggled the "decline"  attendance option on for my form builder. It displays as a form option however users aren't able to click on it and enter the number of people not attending. For example, they have an option to enter the number of maybes and confirmed attendees.

  Thank you for reaching out. Happy to clarify!

  While it is possible to add more guests to the "attending" and "maybe attending" selections in your event form, it is currently not possible to add more "can't make it" responses. This is a default setting in the system that cannot be changed.

  Thanks for your reply. The issue is that no one is able to select/click on “can’t make it” at all, even though the option looks available to them. How can a guest mark that they cannot attend?
