Guests Not Receiving RSVP Confirmation for Event
A few of my guests submitted an RSVP for an event but did not receive a confirmation e-mail and they do not show up in my event RSVP list. Should I assume their RSVPs didn't go through and ask them to resubmit? Is it possible to populate those RSVP's some how without resubmitting?
Is there any reason some RSVPs would go through but others would not show up?

It seems like you've added a text block in the middle of your registration form which might confuse your invitees with thinking they've submitted their response while they need to get to the end of your RSVP form in order for their registration to be completed. That said, I would recommend you move the text block from your event form (Form Builder) and add this "Thank you for your RSVP. Please reach out to Sarajanee.." text to the confirmation screen instead (Form Builder> Confirmation Screen). Here's a screenshot for your reference:
